First Phase to Focus on Housing Listing; Citizens Urged to Provide Accurate Data
India’s upcoming Census 2027, a crucial national administrative exercise, will commence its first phase on May 1, with a strong emphasis on digital participation and public involvement. The exercise aims to collect comprehensive social, economic and demographic data, forming the backbone for policy-making and development planning by both central and state governments.
Phased Implementation Timeline
Under the first phase in Rajasthan, house listing and housing census operations will be conducted in a phased manner. Citizens will be able to complete self-enumeration between May 1 and May 15, 2026, through an online portal. This will be followed by field verification conducted by enumerators from May 16 to June 14, 2026.
Authorities have stressed the need for widespread awareness to ensure that every citizen understands the importance of the census and actively participates in the process.
Digital-First Approach to Data Collection
Aligned with the Digital India initiative, Census 2027 will extensively use digital technology to enhance efficiency, accuracy and transparency. Enumerators will collect data using a dedicated mobile application (HLO App), ensuring real-time data capture and streamlined processing.
Additionally, citizens can participate through the official self-enumeration portal, which will be accessible from May 1 to May 15. The platform allows households to submit their details before the enumerator’s visit.
Simple, Secure and Multilingual System
The self-enumeration process is designed to be user-friendly and secure, enabling families to enter their details at their convenience. The portal will be available in Hindi, English and 14 regional languages.
A single family member can complete the process in approximately 15–20 minutes. Upon submission, a unique Self-Enumeration ID (SE ID) will be generated, which will be used by enumerators for verification during field visits.
Call for Public Participation
Chief Secretary C. Srinivas and senior officials from the state’s statistics department have appealed to all government departments, institutions and organisations to encourage employees and citizens to participate in the self-enumeration process within the stipulated timeline.
A National Responsibility
Officials emphasized that the success of Census 2027 depends on active public cooperation. Citizens have been urged to provide accurate and complete information and extend full support to enumerators, ensuring the smooth and successful execution of this exercise of national importance.
The digital transformation of the census process is expected to make it more transparent, efficient and inclusive, marking a significant step forward in India’s data-driven governance framework.
